GEM is proud to have worked alongside the following clients to deliver a range of significant infrastructure projects and programs.

Natural Disaster Program
Department of Transport and Main Roads - QLD
- An ongoing program of works for across Queensland to ensure the 33000km of the state controlled road network which is impacted by natural disasters is repaired and reconstructed in a coordinated and consistence approach.
Our Role: GEM is providing overall program, financial and stakeholder management, and technical advisory services to support the program to repair Queensland’s state-controlled road network following natural disasters. This work is funded through the Commonwealths Disaster Recovery Funding Arrangements
Inland Rail Project
Australian Rail Track Corporation (ARTC)
- A new $10.9Billion, 1,700km freight rail line connecting Melbourne and Brisbane
- The largest freight rail infrastructure project in Australia.
- Due to operation in 2024-25
Our Role: GEM is providing expertise with regard to the quality assurance requirements and systems for the planning and delivery of the Inland Rail project from Melbourne to Brisbane


Bruce Highway Upgrade Program
Department of Transport & Main Roads North Coast District
- The largest road infrastructure program that Queensland has ever seen.
- The 14-year, $11.8B program aimed at improving safety, flood resilience and capacity along the length and breadth of the Bruce Highway between Brisbane and Cairns.
Our Role: GEM provided project scheduling, services across the project in areas of planning and approval, property, and procurement.
Warrego Highway Upgrade Program
Department of Transport and Main Roads - QLD
- A $635 million package of 18 projects between Toowoomba and west of Miles
- To be delivered between 2014 and mid-2019
Our Role: GEM provided project scheduling services providing an oversight of the planning and delivery of the program and review and analysis of contract schedules


Cross River Rail – Procurement Phase
Cross River Rail Delivery Authority
- A New inner city $5.4Billion, underground rail line in Brisbane
- A 10.2km rail line from Dutton Park to Bowen Hills, which includes 5.9 kilometres of tunnel under the Brisbane River and Brisbane CBD.
- Consists of Five new, high-capacity stations at inner-city locations
Our Role: GEM provided project scheduling, document management services across the project in areas of planning and approval, property, and procurement.
Natural Disaster Funding Reform Advice - NSW
Department of Justice – NSW
- Advice relating to compliance to the Disaster Recovery Funding Arrangements (DRFA)
- Review of claims and eligibility guidance to comply to new arrangements
Our Role: GEM provided advise on the requirements to comply with the proposed Commonwealth DRFA, including aspects of governance, systems and guideline requirements.

Transport Network Reconstruction Program
Department of Transport and Main Roads - QLD
- A $6.4 Billion program responding to major naturals disaster across Queensland between 2010 to 2013
- Scope consisted of the reconstruction of 8741km of the state-controlled road network
Our Role: GEM provided program and financial management expertise to the program that included the establishment of the funding and design guidelines and review of project scopes and eligbility to ensure compliance with the Commonwealth Governments Natural Disaster Relief and Recovery Arrangements (NDRRA).
Victorian Government Natural Disaster Reform Advice
Department of Justice and Regulation – Victoria
- Advice relating to compliance with the Disaster Recovery Funding Arrangements (DRFA), that replaced the Natural Disaster Relief and Recovery Arrangements (NDRRA) from 1 November 2018
Our Role: Partnering with Deloitte, GEM developed key guidelines, templates and procedures to allow for claims to be lodged in accordance with DRFA requirements.


Cross River Rail Feasibility & Business Case

Our Role: GEM provided project control, scheduling budgeting and reporting services for the project feasibility and business case phase of project
Toowoomba Pipeline Project
LinkWater (Now SEQ Water)
- A $187 million project developed by the Toowoomba Pipeline Alliance for LinkWater Projects.
- Is a 38km, 750mm diameter pipeline that connects Wivenhoe Dam to Cressbrook Dam and will secure long term water supply for Toowoomba in South East Queensland
Our Role: GEM provided client representation to the Alliance Management Team during the design and establishment of the project.


The Go-Between Bridge
Brisbane City Council
- The Go Between Bridge is a four-lane toll bridge.
- The bridge connects Brisbane’s West End to the city
Our Role: GEM co-ordinated the project feasibility and Business case of the Go-Between bridge on behalf of Brisbane City Council. The Go-Between Bridge. The Go-Between bridge was one of the TransApex projects, to reduce the congestion in and around the Brisbane CBD
Western Corridor Recycled Water Project
WaterSecure & Queensland Department of Infrastructure
- $2.4 Billion advanced water recycling project
- Included 200km of pipeline and three advanced water treatment plants
Our Role: GEM represented the Queensland Government and Department of Infrastructure and Planning on both the Alliance Leadership Teams and Alliance Management Teams for associated with this significant project in South East Queensland.


Airport Link Project
City North Infrastructure
- A $4.8B project consisting of 15 kilometres of tunnelling including the road (6.7 km of twin tunnels), busway tunnels and connecting ramps.
- This project is Australia’s longest road tunnel
Our Role: GEM provided government property stakeholders management services during the establishment phase of the project.
